Another forgotten issue is that of alcohol and substance abuse. People are so stressed out that they try to reduce the intensity of their sufferings using alcohol in excess and recreational drugs and also many times combining both.

The law enforcement officers should always remember that the persons they are chasing may be drugged up. So then

- Such a person will not easily obey commands.

-They will not even easily understand everything they are told.

- They will argue wrongly.

-They will run without knowing why.

-Every thing about what they do when drugged up will be wrong or not very right and appropriate.

With this in mind, the officers should be more merciful even when insulted, reviled or attacked.

They may not be in their normal senses.

Just as a drunk can say the vilest things when drunk and are excused.

Even if it seems that the suspects in a case are making jest of law enforcement  men and women, it should be regarded as substance abuse talk. In this way the police become more merciful in their operations.

Just like a dying man famously said in response to his killers " Father forgive them for they know not what they do"

The problem people have with the police these days is that they shoot to kill many a time. They have or carry guns. Nobody expects them not to shoot when they feel threatened.
But how should they shoot/ First of all, the police officers are not paid to kill criminals. They are supposed to immobilize criminals using the least possible force needed in the situation and also as the situation warrants. They can -

1.  Shoot into the air to scare suspects into right behavior.

2.  Shoot the leg.

3.  Shoot the hand.

4.  Not shoot at the heart.

5.  Not shoot at the spine.

6.  Not more than 2 shots in the upper torso.

7.  Not shoot at the head.

8.  Immediately call for paramedics if they have to shoot a suspect.

It would be very good for police officers to move around in twos and threes. In this way, they are more protected when they come under attack. They will have more fire power and can cover for each other. The good book says "Woe to him that is alone".

Stopping Officer shootings.

I strongly feel that there should be in effect the law that once stopped by any law enforcement personnel, those in the car should immediately turn on the inner lights. This will go a long way in helping officers stay safe. Also the officer could use a voice enhancer to command the driver of the car turn on the inner lights.

Someone gave me this crazy idea. She said that if people home owners flooded their surroundings in the wake of approaching wild fires, the fires would not get too far. what an interesting suggestion!

I strongly believe that the police and sheriff men and women in uniform should henceforth always respond to emergencies in twos and threes. this will reduce the incidence of police fatalities. two are better than one.

COMBATING FOREST FIRES.

There should be cameras in forests that cover large areas. We should catch the arsonists. Most fires we see today are caused by arsonists.

IT SHOULD BE MADE VERY CLEAR BY THE US GOVERNMENT THAT  VIOLENCE AGAINST THE POLICE OFFICERS WILL BE SERIOUSLY DEALT WITH.

THE OFFICERS SHOULD BE IN TWOS OR THREES. THIS WILL HELP WITH BACKUP WHEN NEEDED AND IN MAKING CONSENSUS JUDGMENTS IN VOLATILE CASES.

OFFICERS WHO MAKE BIG MISTAKES IN THE LINE OF DUTY SHOULD BE PUBLICLY REPRIMANDED EVEN IF FOR ONLY A WHILE TO HELP APPEASE THE PUBLIC.

REGULAR OFFICER RETRAINING AND WORKSHOPS SHOULD BE DONE EVEN IF ON-LINE TO HELP REMIND OFFICERS OF HOW TO BEHAVE IN VARIOUS SITUATIONS.

THERE SHOULD BE SEVERE PUNISHMENT FOR POLICE OFFICERS KILLERS OR THOSE WHO INJURE OFFICERS.

THIS WILL DISCOURAGE THE HARMING OF OFFICERS.

THEN THE ENVIRONMENT WILL BE SAFER FOR OFFICERS.

THE OFFICERS WILL IN TURN DO THEIR JOBS WITH LESS FEAR OF THREAT OF INJURIES OR DEATH AND SO USE LESS FORCEFULNESS AND THEREFORE HAVE LESS INCIDENTS KILLING CIVILIANS OR EVEN SEVERELY SHOOTING ANYONE.

THE POLICE SHOULD ALWAYS TRY TO BE THE "BIGGER MAN" IN ANY SITUATION.

THEY SHOULD ALWAYS BE THE "MODEL CITIZEN" IN EVERY CIRCUMSTANCE.

THEY SHOULD NEVER TRY TO SHOW THAT THEY CAN ALSO BE BAD.

THEY SHOULD ALWAYS TRY TO DE-ESCALATE SITUATIONS.

THEY SHOULD NOT START A FIGHT.

THEY SHOULD NOT ADD FIRE TO TROUBLE.

POLICE OFFICERS SHOULD WATCH OVER ONE ANOTHER'S BEHAVIORS.
THIS SHOULD NOT BE FOR THE PURPOSE OF BLACKLISTING ANYONE BUT FOR CORRECTION IN THE FORCE.

SOMEONE SPECIAL ONCE SAID THAT THE LAW WAS MADE FOR MAN AND NOT MAN FOR THE LAW.

THAT IS INDEED A DEEP SAYING.

LET IT SINK IN DEEP.

SO IN A WAY "MAN IS ABOVE THE LAW"

I REMEMBER ONCE WHEN THE POLICE WERE CALLED TO A NEIGHBORHOOD WHERE SOME YOUNG GUYS WERE PLAYING BASKETBALL AND SOMEHOW DISTURBING THOSE THAT LIVED IN THE AREA., SHAQ WHO IS A VOLUNTEER POLICE MAN I BELIEVE ARRIVED WITH OTHER OFFICERS. HE IMMEDIATELY TOOK OFF HIS OUTER SHIRT AND JOINED THE BOYS IN PLAYING BASKETBALL. THE OTHER OFFICERS WITH HIM JOINED IN DOING THE SAME.

WHAT IS MY POINT IN THIS STORY?

SHAQ IMMEDIATELY ASSESSED THE SITUATION AND THE THEN USED AN UNUSUAL ROUTE OR METHOD TO SOLVE THE PROBLEM. OF COURSE, THE BOYS STOPPED THEIR DISTURBANCE.

THERE WAS NOT YELLING, NO ARRESTING, NO INTIMIDATION.

SO ALSO IN EVERY SITUATION INVOLVING THE POLICE AND SUSPECTS, THE DIGNITY OF THE SUSPECTS SHOULD BE "TOP OF MIND?.

THIS IS IN FACT JUST A SUGGESTION.

THE POLICE COULD BE TOLD TO ACCOUNT FOR THEIR LIFE BULLETS DAILY. THIS WAY INDISCRIMINATE SHOOTING MAY BE AVOIDED.

I KNOW OF A COUNTRY WHERE THAT IS THE CASE.

SO NO OFFICER CAN JUST SHOOT CASUALLY.

EVERY LIFE BULLET HAS TO BE ACCOUNTED FOR.

- IT IS WELL KNOWN THAT MANY YOUNG GUYS USE HARD DRUGS - COCAINE AND OTHERWISE.

- SOME ARE HOOKED ON THEM AND SOME ARE NOT.

- IT WOULD BE WISE FOR EVERY OFFICER ON THE FIELD TO ASSUME THE PEOPLE

 THEY TRY TO ARREST MAY BE ALL DRUGGED UP..

- THIS WILL LEAD TO MORE PATIENCE ON THE SIDE OF THE LAW ENFORCERS AS THEY GO ABOUT ON THEIR JOBS.

- A DRUGGED UP MAN WILL NOT OBEY POLICE ORDERS.

- A DRUGGED UP MAN WILL BEHAVE IRRATIONALLY.

- A DRUGGED UP MAN IS ALSO MANY A TIME CONFUSED.

IT SHOULD BE MADE MANDATORY FOR EVERY POLICE OFFICER AND SHERIFF TO TRAIN ON SELF DEFENSE AND LEARN TO PROBABLY MASTER KUNG-FU, KICKBOXING OR TEAKWONDO OR OTHER SIMILAR FIGHT LINES.

THIS WILL REALLY REDUCE THE NEED TO SHOOT PEOPLE ESPECIALLY IF THERE IS PERIODIC TRAINING ALONG THESE LINES.

REMEMBER THAT A WELL TRAINED LADY IN KUNG-FU CAN EASILY BEAT UP A MAN WHO IS BIG THAN HER IN SIZE THAT LACKS NO TRAINING.

I REMEMBER READING THE STORY OF A BEAUTICIAN WHO HAD SOME TRAINING THAT ARRESTED A MAN THAT WANTED TO ROB HER BUSINESS. SHE ACTUALLY TIED HIM UP.

ANOTHER MAJOR POINT IS THE MENTAL STATE OF THE OFFICERS ON THE FIELD.

ANY ONE OF THEM WITH MODERATE TO SEVERE MENTAL PROBLEM WHATEVER THE NAME SHOULD NOT BE IN THE FIELD IN CONTACT WITH CIVILIANS.

POLICE BRUTALITY ,MAY BE LINKED TO  A LACK OF PATIENCE WHICH MAY BE IN VERY SMALL QUANTITIES  IN THOSE WITH BAD MENTAL STATES. I AM EVEN INCLUDING SUCH THINGS AS ANGER FROM DOMESTIC QUARRELS.

IF AN OFFICER FEELS THAT HE IS NOT IN THE RIGHT FRAME OF MIND TO DO FIELD WORK SUCH AN OFFICER SHOULD BE ALLOWED TO STAY IN THE OFFICE.

THE POLICE RECRUITS ARE TO BE SIMILAR TO BODYGUARDS.

THAT IS TO SAY THEY SHOULD BE MACHO LIKE ESPECIALLY IF THEY ARE WORKING IN THE NEIGHBORHOODS

THE PRESENCE OF THE POLICE IN PHYSICAL MASS SHOULD BE INTIMIDATING TO SOME EXTENT.

THIS WAY THEY WILL NOT ALWAYS FEEL THAT THEY HAVE TO USE THEIR GUNS EVEN FOR A MAN WITH A POCKET KNIFE.

THEY SHOULD BE PHYSICALLY ABLE TO RESTRAIN PEOPLE WITH PHYSICAL FORCE.

THOSE OF THEM NOT STRONG ENOUGH SHOULD BE DOING INTELLIGENCE OR OFFICE OR OTHER POLICE WORK AS THOSE OTHER AREAS ARE ALSO IMPORTANT.

- THE GOVERNMENT SHOULD MAKE IT UNLAWFUL FOR THE POLICE TO KILL ANYONE, KILLING BEING ALLOWED ONLY UNDER VERY EXTREME CIRCUMSTANCES TO BE LATER INVESTIGATED.
-THE POLICE CAN SHOOT TO DEFEND PEOPLE AND THEMSELVES, BUT NOT SHOOT TO KILL.
- THAT A SUSPECT HAS A GUN IS NOT A REASON TO SHOOT TO KILL.
- THAT SOMEBODY TRIED TO TAKE THEIR GUN IS NOIT A REASON TO SHOOT TO KILL.
- IF THE POLICE SHOOTS ANYONE THEY SHOULD MAKE SURE THAT THE PERSON DOES NOT DIE.
THE REASON FOR THEIR GUNS IS FOR DETERRENCE AND SHOOTING TO BRIEFLY INCAPACITATE AN ASSAILANT.

SUSPECTS SHOULD USUALLY BE CAUGHT ALIVE TO ALLOW FOR FULL INVESTIGATION.

I ONCE HEARD AN EXPERT'S OPINION ON TV ABOUT CLIMATE CHANGE. HE SAID THAT THE MANY DIFFERENT PLANETS AND STARS IN THE SKY OR HEAVENS, ARE SO ACCURATELY ARRANGED THAT ANY ABNORMAL SHIFT IN THEM - SPEED OF MOVEMENT, ROTATION OR OTHERWISE WOULD RESULT IN CATASTROPHE ON THE EARTH.
